ABOUT TRAINING GRANTS

A grant is a direct financial contribution made without the expectation of repayment. Grants are made available by a number of sources for various reasons. A training grant is pretty much as it sounds. Money is provided by a source to train an individual or a group of people.

While these training grant “contributions” are not expected to be repaid, they do carry some very specific expectations and outcomes. For example, electricians may be needed in a certain state and that union, perhaps in conjunction with the state, will provide training grants and the training to fill job vacancies.

Governments also provide training grants. Federally backed government grants are made available to support specific administrative initiatives. Initiatives to promote the development of goods and services provided to the government or to expand research and development in certain fields such as energy, aerospace, transportation, and much more.

 


STATE TRAINING GRANTS

Individual states also provide training grants. In fact every state provides some sort of state training grant. The money that funds these state training grants can come from a variety of sources. The grant money can be state legislated or come via the federal government or it can be a combination of the two.

In rare instances, in the case of New Jersey and Massachusetts a specific tax levied on employers and/or employees can also be a source of funding for state training grants.

The reasons a state will fund state training programs is diverse. They are almost always for the public good while being synonymous with a state’s financial health. For example, common to all states is a program to train or retrain unemployed workers. While this type of training grant provides opportunity to the individual, it also serves to reduce the unemployment tax burden on that state while increasing employment tax revenue.

Some states also provide programs to help employers train incumbent workers (actively employed). The payback for this type of training is enormous. Training the employee improves their skills and can lead to internal promotions. Promotions lead to positions for new hires. This type of training grant also improves the overall skill level of a state wide workforce thus attracting new companies to establish or relocate in that state.

Eligibility for state training grants varies by state. Some states provide grants for manufacturers only, some will include service industries. Other states have predetermined industrial sectors such as hospitality, financial, information technology. Just to complicate matters, favored industries, agencies or skill sets can all change at a governor’s whim.

A state grant sounds like free money. However, in most cases, the company looking for state training grants has to put an enormous amount of work, effort and time into finding a suitable grant source. Then understanding the grantor’s intent, writing the requisite proposals and conforming to program’s conditions can be a daunting task. Budgets are limited making the request process very competitive. In some cases rewrites are possible but usually one must wait till the next funding cycle.

If the grant is awarded, performing the training proposed and reporting on the use of the funds (seemingly never ending bureaucratic forms and paperwork) requires additional knowledge and lots of hard work.

Often without much prior experience what a company is granted for is rarely seen. There is an old adage in the grant business – “It’s not how much you are awarded but how much you actually get to keep”.

A state training grant provides several benefits for companies. It results in financial assistance that allows you to perform training that you may not have been able to afford. It adds to an organization’s training budget. With grant assistance you are able to upgrade the skills of your workforce, leading to gains for the employer (i.e. increase profits, productivity increase, better communications, etc.). For the employee; transferable skills, gained job security and potential for promotions and raises.

Certain states and programs recognize On-the–Job (OJT) as a viable reimbursable training situation. This represents the training that occurs while an employee is engaged in normal productive work. This essentially reimburses the employer for a portion of the employee’s wages.

Many grant programs reimburse companies for customized training. An organization can therefore decide what training is pertinent to their current business needs. The subject matter, length of course, training provider, and attendees are determined by you – not the training provider or grant writer. MANUFACTURING TRAINING GRANTS

Training grants for manufacturers are looked upon more favorably by the agencies providing funding. The importance of these types of jobs is recognized. The skills necessary to perform these jobs and the training required to attain these skills are almost always reimbursable topics. Fortunately the manufacturing sector is on the rebound and generally employs large numbers of people. It is a favored industrial sector and state training grants may reimburse 100% of their training initiatives.

Some grants are topic specific such Basic Literacy, ESL, and Basic Computer to name a few. Mandated types of training such as Human Resource topics or regulatory safety programs are usually excluded from reimbursement although some states have special funds for these topics as long as they are above and beyond the regulatory level.

In a state that allows customized grants most training topics qualify for reimbursement. As long as the training proposed aligns with the business’ needs, a case can be made for reimbursement. Complex company wide programs such as ERP ISO and Lean can be reimbursed in part or whole. In a customized training grant proposal it is always up to the company to decide on how much, who will perform training and what type of training reimbursement to request.
